CONSIDERACIONES EN TORNO A LA IMPLEMENTACIÓN DE LOS DERECHOS LINGÜÍSTICOS DE LOS PUEBLOS INDÍGENAS DE ECUADOR

Resumen

El artículo tiene como objetivo analizar las tendencias hacia la implementación de los derechos lingüísticos de los pueblos indígenas en Ecuador. De este modo se presentan los problemas de revitalización de los idiomas ancestrales y los cambios legislativos con el fin de garantizar su perpetuidad. Se analizan diferentes aspectos de los derechos lingüísticos de los pueblos indígenas tanto a nivel nacional como internacional. En consecuencia, contiene un análisis del marco jurídico internacional de los derechos lingüísticos en relación a los pueblos indígenas. Se pone especial atención al Proyecto de Ley Orgánica de Derechos Lingüísticos de los Pueblos y Nacionalidades del Ecuador, cuyo objeto es reconocer y garantizar los derechos lingüísticos de los pueblos indígenas con tradición lingüística propia. In this way it presents the problems of revitalizing ancestral languages and legislative changes to guarantee their perpetuity. Different aspects of the linguistic rights of indigenous peoples have been analyzed at national and international levels. It therefore contains an analysis of the international legal framework of linguistic rights in relation to indigenous peoples. Special attention has been paid to the Draft Law on the Linguistic Rights of the Peoples and Nationalities of Ecuador which aims to recognize and guarantee the linguistic rights of indigenous peoples with their own linguistic traditions.
